Joyce M. Martin, JD joined the American Association on Intellectual and Developmental Disabilities as the Director of Environmental Health Policy in Washington DC on June 1, 2009. Prior to joining AAIDD, Joyce served as the Director of the Office of Science Policy at the National Institute of Environmental Health Sciences (NIEHS). NIEHS is located in Research Triangle Park, North Carolina and is the only National Institutes of Health institute located outside Bethesda, MD.

Ms. Martin grew up in Minnesota where she received both her Law Degree and her Masters Degree from the University of Minnesota. Before coming to NIEHS, she was Director of the Center for Environmental Policy and Assistant Professor at the Department of Environmental Health at the University of Cincinnati.

She served as Chief Counsel to the Governor of Indiana and as his Executive Assistant for Environment and Energy from 1997 – 2002. During the same period, she taught environmental law, torts, and professional responsibility as an Adjunct Professor at the Indiana University School of Law-Indianapolis. She also served as Senior Enforcement Counsel in the Air Enforcement Division of EPA in Washington D.C. in 1996-1997 and was Director of the Office of Legal Counsel for the Indiana Department of Environmental Management. She served as an associate attorney with the Indianapolis, Indiana law firm of Barnes & Thornburg. When living in Washington DC previously she was a legislative analyst for the U.S. Senate Finance Committee
